    Doan Lebel

    Director of Housing and Habitat, City of Paris

    A former student of the École normale supérieure on rue d'Ulm and a graduate in urban policy from Sciences Po Paris and the London School of Economics and Political Science, Doan Lebel, after an initial experience with the Société du Grand Paris, joined in 2013 the office of the Minister of State Reform, Decentralization, and Public Service as a technical advisor on local authorities, particularly responsible for metropolitan issues. She joined in 2015 the public establishment Plaine de France, which merged in 2017 with Grand Paris Aménagement, the leading public developer in the Île-de-France region, where she worked on the development and design of urban planning projects. Initially a project officer in the Strategy and Development department, she became in 2017 Delegate for Development to the Deputy Director General until 2019, before advancing to General Delegate, in charge of the national resource center supporting partnership development projects. In 2020, she was appointed Director of Operational Development and Innovation, and became a member of the management committee of Grand Paris Aménagement. Since 2023, she has joined the office of the Mayor of Paris as an advisor on urban planning, development, land, housing, and architecture. In this capacity, she has notably worked on the new bioclimatic local urban plan, which was adopted at the end of 2024, the development of affordable housing and new facilities, as well as the City of Paris's strong efforts to influence European and national regulations concerning short-term rental accommodations. Doan Lebel is appointed Director of Housing and Habitat starting January 1, 2025, succeeding Blanche Guillemot, who is joining the General Inspectorate of Social Affairs.

    Sophie Chick

    Vice President, ESG Programmes, Urban Land Institute - Europe

    Sophie Chick is a Vice President of ESG Programmes at ULI Europe. She runs the C Change and other ESG programmes for the Urban Land Institute (ULI) in Europe. C Change is a programme to mobilise the European real estate industry to decarbonise. We’re a movement empowering everyone to work together for a sustainable future. Prior to joining ULI, Sophie was the head of department for Savills World Research team and the lead researcher on ESG in the Urban Environment. Working across all property sectors, she delivered market leading research on global real estate markets and the international forces that shape them.

    Yannick Cabrol

    Director, EY Advisory

    Yannick Cabrol is a Director at EY Consulting. He is leading EY Impact team, specialising in strategy and impact assessments of large scale projects and economic sectors. His latest publications include the economic and carbon impact assessment of the 2024 Paris Olympics or the 360° impact assessment of the real estate sector in France for the Palladio Foundation. He is working closely with local authorities on large-scale urban projects such as the redevelopment of the Marseille Convention Centre or the adaptation of European tourist destinations to climate risks.

    Charles-Antoine Depardon

    Conseiller Urbanisme auprès du Premier Adjoint, Mairie de Paris

    Charles-Antoine Depardon is the Chief Executive Officer of the Affordable Housing Land Company (Foncière du Logement Abordable), a public local company co-founded by the City of Paris and the City of Saint-Ouen in 2025. He is building the platform’s first investment cycle to deliver affordable rental homes for middle-income households, leveraging long-lease land strategies and partnerships with major social landlords and public finance institutions. Before this role, he served for six years within the Paris Mayor’s Office, where he helped lead the Bioclimatic Local Urban Plan. He previously held development and innovation roles at Pichet Group and urban planning roles at SNCF Group. An architect by training, he also holds a master’s degree from École des Ponts ParisTech.
