Leveraging Anchor Institutions to Drive Economic and Spatial Transformation 

Opportunity 

Wolfsburg, home to Volkswagen’s headquarters, faced the challenge of diversifying its economy and enhancing urban life amidst rapid shifts in the automotive industry towards electromobility and digitisation. The city’s development and economy were closely tied to Volkswagen, necessitating strategies to ensure long-term resilience and competitiveness.​  

Solution 

In September 2018, ULI Europe conducted a five-day Advisory Services Panel in Wolfsburg. The panel developed strategic recommendations under the theme “Better Together,” focusing on five core areas:​  

1. Value the Gap: Utilise underused areas near the Mittelland Canal to create new urban spaces that foster innovation and community engagement.​  

1. Develop the Core: Strengthen the city centre by introducing mixed-use developments, enhancing public transportation, and creating pedestrian-friendly environments.​ 

1. Link to Nature: Effectively use existing green spaces to provide recreational opportunities and improve residents’ well-being.​ 

1. Advance Mobility: Implement sustainable mobility solutions, including improved cycling infrastructure and public transit options.​ 

1. Pioneer Wolfsburg: Position the city as a leader in technological innovation and sustainable urban development by fostering partnerships between the public sector, private enterprises, and educational institutions.​ 

Impact 

The panel’s recommendations provided Wolfsburg with a strategic framework to navigate economic diversification and urban development challenges. By leveraging its relationship with Volkswagen and focusing on innovation, sustainability, and quality of life, Wolfsburg is better positioned to attract talent, foster economic growth, and enhance its global competitiveness. The collaborative approach serves as a model for other cities with dominant anchor institutions.​
